    I asked in one RTI from PIO in Himachal about these national advisories issued in 2009, 2012 and 2014:-

    Reply I got that they doesn't have any such national advisory.

    Infact they are not even following Supreme court guideline to arrest and section 41.

    And bluntly replied back in written signed by DSP police. Now what u say. I have applied another RTI to ministry of home affairs asking when and how these advisories where circulated. But in end no ray of hope. Police says if u have problem go to court. I write emails so IG, SP no reply from them also. NO one bothered.
